Anchor the search to the valuation date
An appeal addresses value on the statutory valuation date, not the date the hearing happens. Sales near that date usually require less time adjustment and are easier for the Board to evaluate.
A later sale can still provide context, but the farther it moves from the valuation date, the more clearly the market change must be supported.
Match the Seattle market segment
Seattle neighborhoods can change quickly over short distances. A view, arterial location, steep site, redevelopment potential, or school and amenity pattern can separate two nearby properties into different markets.
- Use the same property type and a similar design when possible.
- Prefer a similar neighborhood or assessment area.
- Compare finished living area, age, condition, and lot utility.
- Treat water, territorial, mountain, and city views as material when the market does.
- Exclude sales with transaction or property-scope problems.

A short set of well-explained sales is easier to defend than a large spreadsheet of mixed properties. Include the recorded sale, relevant property facts, and a concise explanation of superior and inferior features.
The requested value should follow from the evidence. Avoid selecting only low prices while ignoring stronger contradictory sales in the same segment.
